Pigeon Life on the Pier

As I approached the end of the pier I heard the chick peeping, the mother must have been teaching this young one where it is best to hang out for food,
I was very surprised to see this young pigeon out in the open like this with people walking by and stopping to look.
The mother never appeared very nervous and the chick did not seem very fearful. The mother actually left a few times returning to feed her young one.
Since this pier often has many pigeons I would say the mother was born and raised there and was teaching her young just like she was brought up.
It was windy and certainly didn’t seem like a safe place to me.
